Third time’s the charm for fire safety bill

The Anne Arundel County Council passed a bill on Tuesday for fire safety rules in addiction recovery centers. It requires new centers to comply with the county’s fire prevention codes (including installing sprinklers) but gives exemptions for existing facilities with other prevention measures in place.

This was the council’s third attempt to pass such a bill — two failed in July. This time, the bill adopts the state’s definition of recovery facilities and passed with support from all Democrats. All Republicans voted against the bill, favoring the first that failed. The law takes effect on October 20. ($)

Annapolis voters want changes

Years the mayor can serve: 8. Years a City Council member can serve: the limit does not exist. Percentage of Annapolis voters who don’t like that: 73%.

A recent survey of 661 Annapolis voters shows that 73% support enforcing term limits for City Council members. Additionally, 46% of respondents say they want a system where all eligible, registered voters may vote in a primary where all candidates are listed on one ballot — regardless of their party affiliation. (Annapolis is one of three Maryland cities without open primaries.) ($)

AACPS proposes new capital budget

Superintendent Mark Bedell proposed a $234.5 million FY2025 capital budget to the Board of Education this week. The budget at-a-glance includes:

  • New schools: $167 million to construct a new Center of Applied Technology-North (Severn), a new Old Mill High School (Millersville) and a new Old Mill Middle School North (Millersville).

  • Systems and maintenance: $32.3 million for building systems renovations, $7 million to continue to reduce the maintenance backlog, and $1.3 million to design a new school bus facility and lot.

  • Improvements and upgrades: $4 million for roof replacement projects, $4 million for additions to existing buildings, $3.5 million for athletic stadium improvements and $2.0 million for security-related upgrades.

The Board will discuss the recommendations on September 18, with a public hearing on September 20. After approval, it goes to the state for consideration. The County Council will finalize the budget by June.

Football’s back in Annapolis

After a once-in-a-lifetime road trip (air trip?) to Dublin to start the season, Navy Football is back in Annapolis and ready to host the Wagner Seahawks tomorrow (9/9). Kickoff is at 3:30 PM in the beautiful Navy-Marine Corps Memorial Stadium.

  • Side note: The Annapolis Blues sure dominated almost every game in the stadium this summer. Let’s hope a little of their magic rubs off on the Midshipmen.
