THE DIGEST

U.S. Naval Institute celebrates 150 years

Since 1873, the U.S. Naval Institute has provided an open forum to debate key issues that affect our Navy. It publishes a monthly journal called Proceedings and the award-winning bi-monthly Naval History Magazine and hosts many conferences and events. Last November, Scoop was lucky enough to hear retired Navy commander Frank “Walleye” Weisser speak at the Institute about flying as the lead stunt pilot for Top Gun: Maverick.

There’s a swanky, sold-out party tonight at the Institute’s new Jack C. Taylor Conference Center. Follow Scoop on Instagram to come along.

P.S. The U.S. Naval Institute is 100% privately funded so don’t worry, our tax dollars aren’t buying the hors d'oeuvres tonight.

Condé Nast Traveler loves Annapolis

The famous travel magazine ranked Annapolis #9 in its “Best Small Cities” category of its 36th Readers Choice Awards. Recommendations included touring the Naval Academy and chowing on crabcakes at O’Learys. Who’s #1 you ask? Charleston. Again. . .

Anti-affirmative action group sues Naval Academy

After a landmark Supreme Court win striking down affirmative action at universities and colleges across the country in June, Students for Fair Admissions is back again. Since the Court’s June decision specifically excluded service academies, SFFA now has two more federal lawsuits – one against West Point filed a few weeks ago, and one against the Naval Academy filed last week.

SFFA says the Academy “has no legal justification for treating midshipman applicants differently by race and ethnicity.” The Navy does not comment on current litigation but representatives have repeatedly said in the past that a diverse military is an effective military.

Is your dog actually yours? đŸ¶

Your pets are valued members of your family and making sure they stay a part of your family for as long as possible is our number one goal. We recently had a dog kennel send the wrong dog home with an owner. The owner had a suspicion it was not their dog and a microchip scan confirmed this!

Whether it's a boarding mix up like this example or a pet that gets lost or separated from its family, microchips help reunite pets and families every day. Microchips can be implanted quickly and safely during an appointment. We take care of the paperwork for the registration so there's no homework for you to do when you get home. Call today to schedule.

WHAT’S HAPPENIN’

Well, the Annapolis Powerboat Show is over and almost all the boats are gone. Scoop rode out with North Point Yacht Sales on a new 60-foot Tiara and it’s almost shocking how fast the docks empty out. But there’s a good reason.

Because the Annapolis Sailboat Show starts on Thursday! We’re making a few tweaks to our (un)official guide and will have that for you tomorrow. In the meantime, if you want to snag some tickets, click this boat â›”

Have you ever seen a 1,000-pound pumpkin?

I have. Downtown Annapolis Partnership (DAP) hides several of them around Annapolis every fall. Since these gorgeous gourds are funded by sponsors and bought at auction, you never know how many we’re gonna get. This year, DAP snagged 10 pumpkins – 5 of which were over 1,000 pounds.

Unfortunately, there was a little accident bringing them home from Pennsylvania so we are going to be one short but it’s still the most we’ve ever had. The forklifts are unloading them today! Click here for details of the annual photo contest (where you can win local gift cards). Here’s where the pumpkins are “hiding.”

CIVIL NEWS

New affordable housing bill hits County Council

The Anne Arundel County Council introduced the Essential Workers Housing Access Act last week. Here’s how it works for different development sizes:

  • 20 rental units or more: 15% of units must be affordable

  • 20 for sale units or more: 10% must be affordable

Developers building 10–19 units can pay a fee to skip out. Those fees will then go to a county fund dedicated to affordable housing. Developments with less than 9 units are exempt.

So what does affordable mean? In this context, the units are for people making 75% of the Baltimore-area median income or below. That’s $82,875 for an individual and $118,313 for a family of four.

There are other requirements for residents and incentives for developers that will be discussed at a hearing in November. It’s likely to generate much discussion but County Executive Pittman told the Baltimore Banner he’ll “work harder on this than any other [bill] to get this passed.” ($)

Navy gets a much-needed win

The Midshipmen beat North Texas 27–24 on a Saturday that started rainy but turned beautiful just before kickoff. Senior quarterback Tai Lavatai didn’t start the game for the first time in his career. But when sophomore QB Blake Horvath went out with an injury, Tai came in and immediately led the Mids on a touchdown drive. That gave Navy a lead they never lost.

28,648 fans were in attendance. Pretty good for a rainy morning and a boat show weekend. Navy travels to Charlotte this weekend for the first away game in a full month.
