THE DIGEST
Vice Admiral Yvette Davids will be installed as the first woman Superintendent of the Naval Academy on Thursday (1/11). The ceremony is private but will be live streamed at 1 PM. Rear Admiral Fred Kacher, who has been serving as acting superintendent, will head to Japan to take the reins as commander of the United States Seventh Fleet.

WHAT’S HAPPENIN’
Tug of War awards ceremony postponed
Because of Tuesday’s deluge (and definitely not out of not wanting to admit defeat), the Maritime Republic of Eastport postponed the Tug of War awards ceremony that was scheduled for today (1/10) at the Market House. Details and a new date will come out soon. As a reminder, Westport (aka downtown Annapolis) won for the second year in a row.
Save the date: Frost and Flame Festival ❄️ 🔥
They say opposites attract so Annapolis Town Center is playing with fire and ice. Frost and Flame is a festival featuring food and drinks, ice carving and fire juggling, ice sculptures, interactive experiences, and more. It’s free but tickets are required for headcount purposes. And it’s not this weekend but get ready because next weekend will be here before you know it. January 19 & 20, 5–9 PM at Annapolis Town Center.

CIVIL NEWS
City Council update: Arts establishment liquor license bill passes
City Council passed O-22-23 on Monday. That allows art establishments like Maryland Hall to get one annually renewed liquor license to serve beer and wine on site instead of separate licenses for every event. The license fee is $1,000.
Elsewhere, the Council considered two parking bills. The first formally ends the requirement for Bloomsbury Square residents to have parking permits, which Annapolis had already waived. The second cleans up the parking code to reflect current practices and removes set enforcement hours, instead giving the city manager the power to set parking hours. ($)
Final public FY2025 budget hearing
The Board of Education hosts its second and final public hearing tomorrow (1/11) to hear input on AACPS’ proposed FY2025 operating and capital budgets. The meeting has a virtual and in-person option with two minutes of testimony allowed per person. 6 PM in the Board Room at the Parham Building, 2644 Riva Road, Annapolis, MD 21401.
What’s next? The Board adopts the budget request in February and passes the budget baton to County Council for review.

SPORTS
County track and field starts late
Athletes from around the County competed at Prince George’s Sports and Learning Complex on Monday for the first County indoor track meet of the season. Unfortunately, building renovations canceled four of the events. That’s a bummer because the sport already has a bad track record 🏃 of cancelations because of COVID. Some athletes, like Chesapeake High School brothers Daniel and Caleb Adams, broke school records despite the setbacks. ($)
