Summer at the library, Ellen Moyer joins City Council race, AACPS eases graduation attire rules...
TOGETHER WITH
Good morning, Annapolis. Texas lawmakers are considering $1.5 billion in incentives to attract film production to their state. Just one catch: all incentivized work has to portray Texas positively. Imagine if Annapolis did that.
“The proud young restaurateur cut the ribbon, opening the doors to his swanky new seafood spot that took years to open [looks at camera], which had absolutely no permitting issues at all.”
In today’s Naptown Scoop:

Let’s get to it.

SPONSORED BY 84 LUMBER
Did you know that each 84 Lumber store nationwide has a purple parking spot, reserved for injured combat veterans?
The color purple symbolizes the purple heart, and these spots serve as a visual reminder of our unwavering support and gratitude to those who have served. 84 also offers a 10% discount for both active and retired military.
As we wrap up our 10th annual Operation Appreciation, honoring Military Appreciation Month throughout May, we want to send our thanks to all who are serving and who have served.

AACPS Superintendent Addresses Graduation Attire 🎓
Last week, we covered a petition urging AACPS to allow academic and club honors at graduation. It garnered almost 2,000 signatures in about a week. Welp, following the outcry, Superintendent Dr. Mark Bedell announced that 2025 grads can now wear stoles, cords and medals earned in athletic or academic competitions. “Our graduation ceremonies should be places where students can be celebrated for the breadth of their accomplishments,” Dr. Bedell said. 💯
He also acknowledged past policy inconsistencies, and said they’ll develop a clearer protocol this summer. 🌟 Extra credit: Read The Capital’s take. ($)
Moyer files for Alderman, Ward 6 🗳️
Former Annapolis Mayor Ellen O. Moyer just threw her hat in the ring for Alderman of Ward 6. Moyer, the first and only woman to serve as Mayor in Annapolis’ 300-year history hasn’t been in Annapolis politics in 16 years. Kinda feels like Joe Gibbs returning to the team formerly known as the Washington Redskins after a 12-year “retirement.” The “renaissance woman” is stepping forward to fill a leadership gap and advocate for Ward 6 residents on key issues like proposed rezoning on Tyler Avenue and redevelopment plans at Harbor House and Eastport Terrace. ($)
The Ward 6 seat is currently held by DaJuan Gay, who hasn’t decided if he’ll run to keep the seat.

LOCAL BUSINESS
ICYMI: Everleigh coming to Annapolis Town Center 🏢
We’re saying “In case you missed it here” because — well, we did. Last month, the developer Greystar announced it would be building one of its Everleigh communities in the Annapolis Town Center. The 55+ apartment complex will take the place of the parking lot next to J. Alexander’s, becoming the first Everleigh Maryland (the closest is Henrico, Virginia). Sorry about this oversight.
Look inside the new townhouses on Riva Road 🔑

One word to describe the new Towne Row homes on Riva Road? Swanky. The 18 luxury townhomes have four levels across 3,100 square feet. Each comes with three bedrooms, three full baths, and two half baths. That’s a bathroom to bedroom ratio we can get behind. But what we’d be most stoked about is the new Chipotle and Paris Baguette getting built across the parking lot. Units start at $1.35 million and the first buyer gets a complimentary hot tub for their rooftop terrace.
Foodie Friday: Annapolis Blues Snackbar ⚽️💙
The Scoop team in a snack bar is the equivalent of a kid in a candy store. Trouble. If you’re like us, when we hit a sporting event, we need a snack bar game plan. With the Annapolis Blues Double Header and Home Opener tomorrow, here’s what’s on the menu.
🌭🍿Classics: Hot dogs, pretzels, nachos, popcorn, candy, chicken tenders, fries, and burgers
🍕🍦Vendors: Ledo’s Pizza (score a small cheese or peperoni pizza); Picante food truck (Mexican cuisine); Nothing Bundt Cakes; and Always ice cream (milkshakes and ice cream cones)
🍋 Jet Services: Cotton Candy, Funnel Cakes, Lemonade, and Vodka lemonade
🥤🍻 Drinks: Pepsi products, Gatorade, Michelob Ultra, Nutrl Seltzers, Goose IPA, Guinness, and Guinness Blonde
P.S. You can still grab your Blues tickets! 🎟️
The Billy gets its permits 🏠
Resolution Capitol Management is no stranger to Annapolis — the Bethesda developer already owns an office building at 125 West Street. Now they’ve got permits for a mixed-used project called The Billy. It’ll have 4 one bedroom units, 2 studios, 2 two-bedrooms, 2 two-bedroom penthouses, and ground floor retail. ABS Architects is on the job so we expect great things. They’re the ones who drew South Annapolis Yacht Centre.

S@YL — what’s that? 📚
Most of us know the expression “Use it or lose it,” right? Turns out it applies to our brains too — education experts say that kids often experience some mental regression during the summer when they aren’t engaging their minds as much. The solution? More reading and learning during the summer, and Anne Arundel County Public Library makes it fun with the annual Summer @ Your Library program, aka S@YL.
Starting this Sunday and going through August 31, kids and teens can undertake reading challenges and participate in educational events at branches all over the county. If they track their progress with the gameboard the library provides when they sign up, they’re eligible to win cool prizes. Like actually cool prizes like a Nintendo Switch Mario Kart Bundle. So start stacking up the books! Mario’s waiting.

County Council Meeting ⚖️
Remember a couple of weeks ago when we asked what you think about the county executive getting a raise? (48% of Scoop readers said yes, the raise is justified.) On Monday, the County Council votes on that ordinance at its monthly meeting. Also on the agenda: zoning requirements for tiny homes and regional commercial complexes, appointments for the police accountability board, and amendments on Rules of Procedure of the County Council. See the full agenda. The meeting starts at 7 PM at the Arundel Center (44 Calvert Street, Annapolis 21401). Sign up to give testimony.
City Council Meeting ⚖️
The meeting for the City Council on Monday at 7 PM is a big one — this is when the council will vote on whether or not to adopt the annual budget for FY2026. The city budget includes not only the budget for all operating costs but also for capital costs and capital improvement projects. If passed, the city budget will go into effect on July 1. In addition to a vote on the city budget, the council will vote on resolutions concerning fees and fines for FY2026. See the full agenda.
