THE DIGEST
Larger-than-life Annapolis alderman dies at 83
Annapolis recently said goodbye to a local legend — and if we told you he was known for magic tricks, colorful balloons, and bowties, you might assume we were talking about a birthday clown. But Gill Cochran, for all his personality, was an accomplished lawyer and elected official. The much-loved Gill practiced criminal defense and personal injury law with Cochran and Chhabra, LLC, and served as Ward 1 alderman in the ‘80s.
He had a reputation for performing magic tricks to put his clients at ease, was often seen sporting bowties, and is remembered by Mayor Gavin Buckley for riding a scooter with balloons (for safety) around Annapolis. He was also a runner, sailor, AA volunteer, and Bronze Star Army veteran, in addition to being a loving family man. As Mayor Buckley puts it, “There was only one Gill Cochran.” ($)
AACPL ratifies union contract 📚
It’s unanimous — Anne Arundel County Public Library employees voted to ratify their first union contract, which covers 400+ workers across all 16 branches and headquarters. The union, known as the Anne Arundel Library Workers Union, has been negotiating the contract since October, and the final voted-on version includes:
✅ 12% raises
✅ Stronger protections against discrimination
✅ Fair process for discipline
✅ 2 oversight committees for workplace concerns
The contract is effective now and runs through June 30, 2027.
🔎 What’s the library workers union? This particular union formed last summer. It’s a chapter of the American Federation of State, County, and Municipal Employees — specifically, its Cultural Workers United program, which represents museums, libraries, and zoos. ($)

(We hear the first 250 kids get a free T-shirt.) Admission is free, but there’s a $5 fee for parking.
Fundraiser Focus: Thomas Point Shoal Lighthouse 🔎
Sure, the Thomas Point Shoal Lighthouse (TPSL) is a National Historic Landmark — one of only 12 lighthouses in the U.S. with that honor. But, who’s behind the beacon? A breakdown:
City of Annapolis owns it
U.S. Lighthouse Society + its Chesapeake Chapter manage preservation and operations
Annapolis Maritime Museum & Park houses exhibits and coordinates tours
Anne Arundel County offers environmental, preservation, and cultural expertise
That’s a lot of players. Yet, it makes sense to dote on the only screw-pile lighthouse in the Chesapeake Bay. Help keep it above rising sea levels. Join us at the TPSL Anniversary party on August 9 from 6:30—9 PM at Navy-Marine Corps Memorial Stadium. Party with VIPs, dance to music from the Eastport Oyster Boys, enjoy dinner, and catch a video by the late Jimmy Buffett. DYK Buffett was a lighthouse enthusiast? That’s the only spoiler you’re getting . . .
🎟️ Hurry — only a few tickets remain.
